Temporary employment agencies "lend" their personnel to companies on a temporary basis. In Germany, the law regulating this type of employment is the Arbeitnehmerüberlassungsgesetz. According to the OECD, 15 percent of the working population had temporary contracts of employment in 2007. In Germany it was 14 percent, in the UK 5.8 percent and in Portugal 22 percent.
